Program Manager
Counterpart - Azerbaijan
The primary responsibility of the Health Program Manager is to develop and lead Counterpart's health program for the internally displaced and conflict-affected population of Azerbaijan. Reporting to Counterpart's Country Director, the Program Manager is also responsible for management of local staff.
Responsibilities
* Lead the development, implementation and monitoring of Counterpart's health program, including local staff management, professional development, and team building to support accomplishment of goals and objectives.
* Provide effective financial management of the program, including budget development and expenditure.
* Integrate health programs within the framework of the overall community development focus of the project.
* Design and conduct relevant training programs.
* Develop and manage effective relationships with stakeholders in order to promote and support collaborative efforts.
* Represent Counterpart in the local and regional health community by giving presentations and participating in conferences, meetings and roundtables, and as a facilitator and/or member of ad hoc working groups.
* Keep abreast of current NGO issues and developments in Azerbaijan and the Caucusus region.
Requirements
* MA/MS degree, preferably in social sciences, health or international relations.
* Three years experience with health programs as components of community development programs in developing countries.
* Supervisory/management experience of local staff.
* Excellent communication skills.
* Computer skills, including extensive experience using Microsoft Word and Excel.
* Ability to set priorities and manage time effectively.
* Written and spoken English language proficiency.
* Analytical and problem-solving ability.
* Ability to work both independently and as an effective team member.
* Knowledge of the issues, objectives and activities in the Caucusus region.
* Experience working in USAID projects.
